Siguiendo esta tendencia, desde hace m\u00e1s de una d\u00e9cada Colombia cuenta con un marco normativo y herramientas para ejercer un mejor control del gasto mediante el uso de estas pol\u00edticas.\u00a0<\/strong><\/h4>\n<p>[\/vc_column_text][\/vc_column][\/vc_row][vc_row][vc_column][vc_column_text]Como previamente abordamos el tema de regulaci\u00f3n de precios de medicamentos en Colombia, es importante explicar los conceptos b\u00e1sicos que soportan estas pol\u00edticas.<\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #9b0707;\"><strong>Precio de referencia (PREF)<\/strong><\/span><\/p>\n<p>&nbsp;<\/p>\n<p>Para establecer el precio de referencia, los medicamentos deben estar agrupados en subgrupos, teniendo en cuenta que sean de la misma composici\u00f3n, concentraci\u00f3n y forma farmac\u00e9utica (homogeneidad). En Colombia se considera que hay un grupo homog\u00e9neo de medicamentos con estas 3 caracter\u00edsticas: composici\u00f3n, concentraci\u00f3n y forma farmac\u00e9utica.<\/p>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #9b0707;\"><strong>\u00bfC\u00f3mo se calcula?<\/strong><\/span><\/p>\n<p>&nbsp;<\/p>\n<p>Mediante dos procedimientos alternativos:<\/p>\n<p>&nbsp;<\/p>\n<ol>\n<li>En caso de que exista un grupo homog\u00e9neo, el precio de referencia ser\u00e1 la mediana del precio de los medicamentos del grupo<\/li>\n<li>Si no existe homogeneidad, el precio de referencia se tomara con base al precio de referencia internacional<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p>En el primer caso, el precio unitario se calcula as\u00ed<sup>2<\/sup>:<\/p>\n<p>&nbsp;<\/p>\n<ol>\n<li>C\u00f3digos \u00danicos de Medicamentos (CUMs): Medicamentos homog\u00e9neos agrupados.<\/li>\n<li>Se hace el c\u00e1lculo del PREF con presentaciones comerciales que hayan reportado ventas al SISMED durante el \u00faltimo a\u00f1o<\/li>\n<li>Se determina el precio unitario (precio por unidad m\u00ednima de concentraci\u00f3n) constituir\u00e1 la base de comparaci\u00f3n y unidad de c\u00e1lculo del PREF<\/li>\n<li>Una vez obtenidos los precios unitarios de todas las presentaciones, se calcula la mediana de los precios unitarios.<\/li>\n<li>Se multiplica el PREF unitario por la cantidad de unidades que tiene cada presentaci\u00f3n comercial<\/li>\n<\/ol>\n<p>&nbsp;<\/p>\n<p><span style=\"color: #ffbf00;\"><strong><em>Para saber m\u00e1s acerca de regulaci\u00f3n de medicamentos y dispositivos m\u00e9dicos en Colombia, no se pierda la siguiente entrada de nuestro blog. <\/em><\/strong><\/span><\/p>\n<p><em>\u00a0<\/em><\/p>\n<p><strong><span style=\"color: #9b0707;\">&#8211;CONCEPTOS \u00daTILES SOBRE LEYES, CIRCULARES Y DECRETOS&#8211;<\/span><\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>El\u00a0 marco legal de la Pol\u00edtica colombiana de Precios de Medicamentos se constituye en tres niveles:<\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li>Ley: Es la <span style=\"color: #ffbf00;\"><strong>fuente normativa principal<\/strong> <\/span>del Ordenamiento Jur\u00eddico Colombiano, es <span style=\"color: #ffbf00;\"><strong>expedida por<\/strong><\/span> el Congreso de la Rep\u00fablica <span style=\"color: #ffbf00;\"><strong>(Poder Legislativo)<\/strong><\/span>. Es general y permanente en el tiempo.<\/li>\n<li>Decreto: <span style=\"color: #ffbf00;\"><strong>Decisi\u00f3n<\/strong> <strong>expedida por el Poder Ejecutivo<\/strong><\/span> Se caracteriza por poseer un contenido normativo reglamentario, por lo que se considera en jerarqu\u00eda inferior a la Ley.<\/li>\n<li>Circular: <span style=\"color: #ffbf00;\"><strong>Acto Administrativo<\/strong><\/span>, se considera como la comunicaci\u00f3n dirigida a superiores o inferiores transmitiendo instrucciones o decisiones.
